G.HTTP error:Timeout was Reached

i am unable to load custom models via links
did an entire process of elimination
-Gmod
-Steam
-Dropbox
-the servers i play on

this error is only affecting me and my ability to see others pac's and so far i lean to blame my internet connection for it but it never did that before i went to vacation

i use a NOKIA Fastmile for 5G with a 500mb a month, my connection is rather low for 5g but its decent,

minecraft/microsoft/Xbox app had an issue related to my connection, i do post this in case of its an actual error and not just me having the most potato connection ever made

I've encountered this issue with some of my server's players - the game's http library timeout functionality was broken until 15/07, that's why the errors started to occur seemingly suddenly after it has been fixed. One way to work this around for players with slower bandwidth is to set the timeout to 3600 in PAC's http request function to restore old pre-fix behavior
