SmartSim Documentation Epic

Given the recent refactor of SmartSim, the documentation needs to be updated. This gives us the opportunity to refine / solidify the current documentation, automate as much as possible, fix current issues, create documentation developer guidelines, create an efficient and educational experience for SmartSim users. Additionally, we should develop methods to continually test examples in the documentation to ensure they remain up to date.
