Downloading Packages is Extremely Slow

Prerequisites

• Write a descriptive title.
• Make sure you are able to repro it on the latest version
• Search the existing issues.

Steps to reproduce

Attempting to install/download packages is taking a very long time.

Example command:
New-Item -Name TestAz -ItemType Directory
Save-Package -Name Az -Path TestAz

Expected behavior

Az packages are downloaded within a few minutes.

Actual behavior

Az packages are still downloading after 1 hour.

same here and it timeout our pipeline (MS hosted agent).....
Install-Module Az -Scope CurrentUser -Force -AllowClobber

I can confirm this is happened in our Azure DevOps builds also.

Something that took 1.5 minutes before hits the 1 hour timeout now.

Install-Module -Name Az -Repository PSGallery -Force
