Regression Testing CI failing #620

The python version it's trying to use are outdated. See https://github.com/QuantConnect/lean-cli/actions/workflows/regression-testing.yml

To the cron job type of run we should add running the CI on PRs and master merge, like the rest of the tests, so failures are not missed

If possible we could move python and OS versions into an external centralized file under test folder and reuse them in the different CIs
