Add a new file dialog

We are currently missing an implementation of the new file dialog, used to create a non temporary/named file that is immediately docked and tabbed.

This is another issue that requires UI design.

@INNOCENT-ops806 Will you be able to copy the other dialog to make this new one for creating a new Project? Search stacked layout in java on Youtube and try creating a dialog similar to netbeans with next and previous slides.
