V4.20.1 VPC's virtual machines can only communicate when a virtual router is running on the Host Node

problem

with two host nodes (A and B), if the VPC's virtual router runs on Node A, only the VMs on Node A will have network connectivity—VMs on Node B will not ，VMs DHCP Unable to get IP address

but when I migrate the virtual router from Node A to Node B, only VMs on Node B gain network connectivity, while those on Node A lose it.
