Create Instance from Backup on another Zone not showing Zone options for normal Users

problem

The available zones are not showing up for normal users.

Cross-Zone Instance creation is enabled in the repository.
The zones are there for Root Admin.

4.22.0

The steps to reproduce the bug

1. Configure NAS BnR
2. Enable Cross-Zone Instance Creation
3. Take Backup as a User
4. Click on Create Instance from Backup -> Configure

What to do about it?

All available Zones should show up as an option in the Create Instance form
