Shutdown the OS the Instance state is still Running

problem

If I poweroff the VM from the Operating system (Hypervisor is KVM the OS is Ubuntu or Windows) the State not changed and stay on Running. I should click on Stop Instance to change State.

The steps to reproduce the bug

1. Poweroff the Ubuntu 24.04 from the Terminal of the OS/ or Windows from Start menu.
2. After it has already powered off the State in the ACS UI is still Running
3. I should click on Stop Instance in the UI to change the State to Sopped
   ...

It takes about three minutes for CloudStack to update the VM state.
