Patch release: 1.8.5 #3590
Description
Goal of this patch release would be to have a 1.8 release with enough fixes to make pipstar work and not require users to patch a vanilla 1.8 much. Instead of releasing patch releases often, I would like to spend more time consolidating on the feedback of what we should include in there and the list below is a starting point.

- fix(pip): preserve PEP 508 URL-based requirements when extract_url_srcs=False #3582
- fix(pypi): normalize extras in requirement strings per PEP 685 #3588
- Update the docs before tagging and cherry-pick that.
