Bump http-cache-semantics and netlify-cli (#9)

Removes [http-cache-semantics](https://github.com/kornelski/http-cache-semantics). It's no longer used after updating ancestor dependency [netlify-cli](https://github.com/netlify/cli). These dependencies need to be updated together.


Removes `http-cache-semantics`

Updates `netlify-cli` from 10.18.0 to 16.9.3
