Oracle VMs broken for consumers - apt locked due oracle-cloud-agent install being added

Commit 116eb8f adds again the "snap install oracle-cloud-agent" installation to the runner VMs and the new runners were taken into use in 44ce311, leading to failure of all our workflows that try to install something, like https://github.com/metal3-io/baremetal-operator/actions/runs/20185671438/job/57955043210

@koksay we had the same before which we discussed in Slack and you rolled it back. I think we need to add some sort of test case here that actually tries to use the new instances to avoid breaking downstream...?

@tuminoid this time I had baked it into the image. I will add a testing step to the image building flows, at least to test scenarios like this.
