API Simplification #3
Description
The API is too complicated. It should be simplified.
- It's common to want to resample native int16 or native float32, so those two cases should be easy. Any other sample type can be post-1.0.
- The main quality settings should be "fast" and "good".
- Don't expose so many filter design parameters.
