Add number format localization (NumberFormatProvider)

E.g. for currency formatting:

System.out.println(NumberFormat.getCurrencyInstance(new Locale("es", 
"ES")).format(1.23));

Expected output:

1.234,56 €

Actual output:

EUR 1,234.56

----

I believe this is done by providing a NumberFormatProvider implementation.  Are 
there any plans to do this?
