Reimplement clipboard functionality prototyped in chart-fx as a worker

The clipboard worker [implemented in chart-fx](https://github.com/fair-acc/chart-fx/blob/b13ef855ccd08cca7334813f93c26f905f400cfa/chartfx-acc/src/main/java/de/gsi/acc/remote/clipboard/Clipboard.java) directly using javalin should be implemented as a generic majordomo worker which could then be accessed using `opencmw-java:server-rest`.
