CLI usage display: show overage budget remaining when included allowance is exhausted
Proposed solution
The CLI usage display shows included premium request allowance consumed.
When a user has configured an overage budget in GitHub billing, the CLI should additionally show estimated overage spend vs budget (e.g.: Remaining reqs.: 0% · overage reqs x%).
Currently the display doesn't show overage availability when above budget.
