3rd party MCP servers are disabled, despite no such policy

Describe the bug

In 0.0.418 '! Third-party MCP servers are disabled by your organization's Copilot policy. Only built-in servers are available.' is displayed and MCPservers are disabled. When I downgrade to 417 they work. Also Copilot in VSCode has access to MCP servers so no such policy exists in my org.
