Supporting get_check_runs to make failure information available to agents

Hi team! I’m following up on PR #1953, which adds the get_check_runs method to the pull_request_read toolset.

This PR is a fix for issue #1942. It will help AI agents identify specific CI/CD job failures that are currently hidden by the high-level get_status method. The particular use case I am hoping to unlock is the ability to fix these failures automatically.

I believe this will be useful to many users of the Github MCP, so I am looking for help to move this PR forward.
