Audit IAM user groups

Overview

In order to clean up IAM resources, we have to audit the existing groups in incubator IAM

Action Items

In the user group section of the IAM console, list the following in this ticket:

• groups with no members
• groups that don't exist in the devops-security repo and are not managed by terraform.
• groups with only one member

1. Groups with 0 members: mfa, new-users
2. Groups not in Terraform: Cost-Management, Management-Group, mfa, new-users, ops-group, ops-leads, project-leads
3. Groups with only one member: Cost-Management(chelseybeck), iam-services-supervisor-group(chelseyb), Management-Group(chelseybeck)

Note: ops-leads is referenced in aws-users.tf but not defined in aws-groups.tf.
