Faction transfer command

 * Requested Faction transfer command.
 * using "/factiontransfer".
 * Arguments : Player Name, Faction Name or Faction ID.
 * Example : /factiontransfer Tensa CZ (Tensa's faction is changed "CZ (Citizen Faction Faction ID)".
 * This command is not responsible for problems caused by faction changes.
