"Discover Nearby Nodes" works on "disabled repeatermode" repeaters

Hello,

I´ve found out, if I use the function in the meschCore App"Discover Nearby Nodes" it works on "disabled repeatermode" repeaters.

I think this should not work if I want completely disable the TX on the repeater.

Of course exclusive access via admin. This shoud work everytime,
