Ensure base environments are named `base` in the quick pick when using Native Locator

In a devcontainer with a few things installed

I tried to reproduce this issue using the latest versions of vscode-python and python-env-tools on my Linux environment.
I installed Miniconda using both pyenv and the official installer, but the issue did not occur.

Given that this issue was reported nearly a year ago, and considering that it might have been caused by how python-env-tools responded at the time, it’s possible that the issue has already been resolved.

If it can no longer be reproduced, I think it's reasonable to consider closing this issue.
