Need a reasonable jekyll configuration file

Not sure what this entails or where it goes, but the deployment script complains that we don't have one.

Is this done cause I cant seem to see any issues in the deployments

This isn't done. We don't have any problems with the deployments, but we also aren't necessarily setting things up the best way yet.
