Rename misleading `inactive` tag.

inactive causes a lot of confusion. What it is supposed to mean, is that the server is ignored from any group targeting. ie when calling gitops bump, anything with inactive is omitted.

It has unfortunately been incorrectly interpreted numerous times as "server is not running" -- we have capability for that too, but the tag is suspended.

To remedy this confusion, proposal to rename inactive to skip, ignore, or something else.
