- implements StakeDAOs approach as per estimate_ccip_gas.ts from StakeDAO
- Uses 1.25x multiplier instead of StakeDAOs 7.7%

now properly calculates gas limit which caused bridge txs to fail last time. impl based on https://github.com/stake-dao/votemarket-proof-toolkit/blob/main/examples/typescript/estimate_ccip_gas.ts
