When testing the deb package, it was found that "octo" did not exist on the path.
It was determined that the install_linux_package was actually removing the OctopusCLI package, as it had an un-meetable dependency of libicu-70 (or lower) (debian:stable-slim only offers libicu-72).
This change updates the deb dependency - but more may be required.
