Disable thread-comments in cpp-linter workflow to fix 403 "Resource not accessible by integration" errors. The commits comments API requires contents:write permission which is unsafe with pull_request_target. Feedback is still provided via step-summary and file-annotations. Also applies clang-format fixes to SteelSeries device files.
