STA has relaxed what it means for two cells to be equivalent. They are no longer required to have equivalent arcs. Adjust the slew repair resize code accordingly. Signed-off-by: Martin Povišer <povik@cutebit.org>

I've tested in CI this should be fixing the remaining crashes seen in The-OpenROAD-Project/OpenROAD-flow-scripts#3168 after the change to STA. |
