Added program to check Lucky number

Added program to check if a given number is a Lucky number or not using recursive and iterative approaches with testcases

• I have read CONTRIBUTING.md.

• All functions and variable names follow Java naming conventions.
• All new algorithms have a URL in their comments that points to Wikipedia or other similar explanations.
