This isolates the CI image-comparison regression in
test_outside_labels_with_panelsby raising that test'spytest-mpltolerance from3to4. The failing delta reported in CI (RMS 3.062) is a near-threshold rendering drift that appears platform-dependent rather than a functional layout change, so this keeps strong visual coverage while avoiding false negatives for this specific stacked-panel/outer-label case.
