ci(github-actions): add python 3.14 to github-actions and tox

Description

• Add Python 3.14 to github actions and tox
  • note that docs are not updated and it's expected. I want that to be part of 4.11.0 (kinda like a feature?) but would like to have our code tested with 3.14 for 4.10.x
