This allows overriding TCB info retrieved from the PCS in special cases where we want to allow outdated TCB.
This is currently needed for Azure deployments.
This switches to using a fork of dcap-qvl: flashbots/dcap-qvl#1
The hope is that we can get something merged which allows us to do this with Phala's library.
This is an API breaking change as it adds a field to
AttestationVerifier.
