This PR contains the weekly permissions sync for 2026-01-31, updating permission configurations across two JSON files that define authorization and provisioning for Microsoft Graph API permissions.
Changes:
- Added a new hidden/disabled permission entry for AgentIdentityBlueprint.UpdateSponsors.All in provisioningInfo.json
- Modified admin consent requirements for agent-related permissions to require admin consent for delegated work scenarios
- Removed Application scheme support from two RiskPreventionProviders permissions, limiting them to DelegatedWork only
- Deprecated ThreatSubmission.Read and ThreatSubmission.ReadWrite permissions by marking them as hidden and removing their definitions
- Updated owner security group names and added a new teamwork API path
