This also moves the set of message types and their intervals into the rtcm_t structure from the strconv_t structure so that they are available to for the system parameters message.

This also moves the set of message types and their intervals into the rtcm_t structure from the strconv_t structure so that they are available to for the system parameters message.
This supplies the time that may be of use to systems without a real time clock as discussed in #767 and it is also a commonly used message. It does not yet make use of the time to initialize the rtcm->time.
