SoraVideoSource でこの段階では値が決まらないはずの RTP Timestamp がフレームに設定されていたので修正します。
libwebrtc 内でもデコーダーがデコードした際に受信した RTP Timestamp を設定することに使用しており、キャプチャーでは使用されていませんでした。
